该法案(与ASTMF1169雷同)于2011年6月28日强制第三方测试，2013年12月更新为和ASTMF 1169结合，更新后于2014年3月24日生效。
在美国，从2007年11月1日至2010年4月11日，CPSC共收到3584件关于婴儿床的事故报告，其中3520件涉及全尺寸婴儿床（包括147起死亡、1675起伤害和1698起非伤害事故），64件涉及非全尺寸婴儿床（包括6起死亡、28起伤害和30起非伤害事故）。与产品的市场占有率（全尺寸婴儿床为88%，非全尺寸婴儿床为12%）相比，非全尺寸婴儿床导致的事故可能性要低得多。婴儿床导致婴儿死亡的原因主要是窒息、缠绕等。
